A special meeting of the Town Commission of the Town of Melbourne Beach, Florida was called to order by
Mayor Wille at 7:05 p.m. on Monday, December 10, 2001 in the Commission Room of Town Hall.

I. PUBLIC HEARING:
A. RESOLUTION NO. 695
A RESOLUTION OF THE TOWN OF MELBOURNE BEACH, BREVARD COUNTY, FLORIDA AUTHORIZING
APPLICATION TO THE FLORIDA DEPARTMENT OF STATE, DIVISION OF HISTORICAL RESOURCES,
UNDER THE HISTORICAL PRESERVATION AND MUSEUM SMALL MATCHING GRANTS PROGRAM FOR
FINANCIAL ASSISTANCE TO CREATE EXHIBIT PIECES TO BE DISPLAYED IN THE WILLIAMS BUILDING;
AUTHORIZING THE INTERIM TOWN MANAGER TO FILE SUCH APPLICATION; COMMITTING ADMINISTRA-
TIVE RECOURCES FOR THE SAID PROJECT, REQUIRING THE WILLIAMS BUILDING AD HOC COMMITTEE
TO COMMIT THE NECESSARY LOCAL MATCH AND ADMINISTER THE GRANT UNDER THE TERMS AND
CONDIDIONS OF SAID GRANT PROGRAM; PROVIDING FOR AN EFFECTIVE DATE.
Interim Town Manager Masny stated that the Williams Building Committee is requesting to apply for grant funds for
museum pieces to be placed in the Williams Building after the building is rehabilitated. These pieces will be historical
photograph reproductions. The grant is through the State of Florida, Division of Historical Resources in the amount
of $20,000 and the Committee will be matching the funds through in-kind services. Interim Town Manager Masny
stated that the Committee is requesting the Town to file the application for them as they are not a registered non-profit
organization and the Committee will be responsible for applying for the grant and the Committee and Town Manager
will work together to administer the grant if it is awarded.
Sherly Alberga, Chairman of the Williams Building Ad Hoc Committee stated she and another Committee member,
Jeanne Allen, will be working with the Interim Town Manager on the grant application, which is due by Friday,
December 14, 2001. Ms. Alberga stated that the grant will be awarded in June of 2002 and the Committee will
have a year to get the photos and documents ready for display.
Ms. Alberga explained that resident Frank Thomas has given permission to the Committee to scan all of his documents
and photographs to be displayed in the museum.
Ms. Alberga stated that the Committee has also planned to have three (3) models constructed: one of the train that
used to run down Ocean Avenue, one of an Indian settlement, and one of a Palmetto shack from the South Beaches
area. Ms. Alberga stated that these costs will be about $20,000 and the Committee will match this grant by working
20 hours per month along with using Frank Thomas as a consultant, using his documents and writing abilities, and,
volunteer contractors will be building the display cases. Ms. Alberga stated that if the Committee were to be awarded
the grant, the grant would be disbursed at $5,000 per quarter and asked the Town Commission if the Committee could
depend on any required funding from the Town until the payments are received. The Town Commission advised that the
Town would forward fund the project if necessary.
