A special meeting of the Town Commission of the Town of Melbourne Beach, Florida was called to order by
Mayor Walters at 7:22 p.m. on Thursday, November 20, 2003 in the Community Center. Mayor Walters also
led the Pledge of Allegiance

I. BUDGET PUBLIC HEARING:
A. RESOLUTION NO. 725
A RESOLUTION OF THE TOWN OF MELBOURNE BEACH, BREVARD COUNTY, FLORIDA ADOPTING
THE FINAL LEVY OF AD VALOREM TAXES AND ADOPTING THE FINAL LEVY OF DEBT SERVICE TAXES
ON ALL TAXABLE PROPERTY WITHIN THE TOWN OF MELBOURNE BEACH, BREVARD COUNTY, FLORIDA
FOR FISCAL YEAR 2003-2004; REPEALING RESOLUTION NO. 721 IN ITS ENTIRETY; AND PROVIDING AN
EFFECTIVE DATE.
Town Attorney Gougelman read Resolution Number 725 by title. Mayor Walters stated that there was an error
made that required the Town to re-advertise the budget and this was a mathematical error and the budget will
not change from the prior approved budget.
Mayor Walters opened the public hearing to comments from the public.
Lisa Farrall, 413 Magnolia Avenue asked what the error was. Finance Manager Matthews explained to
Ms. Farrall that she picked up Line 6 rather than Line 4 from the DR-420 when doing the ad valorem calculations.
Commissioner Guglietta commented that as the budget stands, he still has some problems with the budget
and these can be debated at a later date. Commissioner Guglietta stated that he feels there is too much meat
and not enough potatoes and he intends to work on this in the next year and insure that we remove some of the
excesses and move to and maintain one of the lowest tax rates on the beach. Commissioner Guglietta stated
that we need to insure that mistakes like the one that occurred with the budget this year do not happen again
because it cost the Town an additional $2,000 to re-advertise the budget. Commissioner Guglietta stated that
we bought a new fire truck for 322,000; there is a pedway project that will cost the Town $49,000; we need to
match funding in a grant for the Ryckman House in the amount of $40,000 and that he does not know where
this money is going to come from because we do not know exactly how much money we have in the budget.
Commissioner Guglietta stated that he will approve this budget as it stands so that we will be legal by the
State of Florida.
Mayor Walters stated that the Town’s revenue is projected and he is concerned in two (2) areas of the budget
that we are going to be $50,000 short, we have a very small contingency and stated that he agrees that we
should pass this budget and he intends, when we have the mid-year budget review, to take another hard look
at the revenue.
COMMISSIONER PRICE MOVED, SECOND COMMISSIONER GUGLIETTA TO ADOPT RESOLUTION NO. 725,
A RESOLUTION OF THE TOWN OF MELBOURNE BEACH, BREVARD COUNTY, FLORIDA ADOPTING THE

B. RESOLUTION NO. 726
A RESOLUTION OF THE TOWN OF MELBOURNE BEACH, BREVARD COUNTY, FLORIDA ADOPTING
THE FINAL MUNICIPAL BUDGET FOR FISCAL YEAR 2003-2004 INCLUSIVE OF A GENERAL FUND,
LAW ENFORCEMENT TRUST FUND, POLICE EDUCATION FUND, CAPITAL PROJECTS FUND, DEBT
SERVICE FUND AND STORMWATER UTILITY FUND; REPEALING RESOLUTION NO. 722 IN ITS
ENTIRETY; AND PROVIDING AN EFFECTIVE DATE.
Town Attorney Gougelman read Resolution 726 by title.
Mayor Walters asked for public comment regard the budget. There were not comments from the public.
COMMISSIONER PRICE MOVED, SECOND COMMISSIONER GUGLIETTA TO ADOPT 726, A RESOLUTION OF
THE TOWN OF MELBOURNE BEACH, BREVARD COUNTY, FLORIDA ADOPTING THE FINAL MUNICIPAL
BUDGET FOR FISCAL YEAR 2003-2004 INCLUSIVE OF A GENERAL FUND, LAW ENFORCEMENT TRUST
FUND, POLICE EDUCATION FUND, CAPITAL PROJECTS FUND, DEBT SERVICE FUND AND STORMWATER
UTILITY FUND; REPEALING RESOLUTION NO. 722 IN ITS ENTIRETY; AND PROVIDING AN EFFECTIVE DATE.
VOTE: ALL AYES. MOTION CARRIED.
Mayor Walters stated that the Town Commission had placed a freeze on hiring as the Town Commission did
not know what the budget figures were going to be and stated that we no longer need that at this point.
COMMISSIONER GUGLIETTA MOVED, SECOND COMMISSIONER WILSON TO LIFT THE HIRING FREEZE THAT
WAS PUT ON THE TOWN NOVEMBER 12, 2003 IMMEDIATELY. VOTE: ALL AYES. MOTION CARRIED.
II. ADJOURNMENT
COMMISSIONER PRICE MOVED, SECOND COMMISSIONER WILSON TO ADJOURN.
VOTE: ALL AYES. MOTION CARRIED.
