II.     NON-SCHEDULED CITIZEN COMMENTS (3-MINUTE LIMIT, PLEASE) 
        Comments will be heard on items that do not appear on the agenda of this meeting.  Note, however,
        that state law and administrative rules prevent the Town Commission from taking any formal action 
        on any item discussed at this time.  The Town Commission may schedule such items as regular 
        agenda items and act upon them in the future.  The Mayor is authorized to limit discussion, as necessary, 
        with each commentary limited to 3 minutes.

WORKSHOP
September 28, 2000

A workshop of the Town Commission of the Town of Melbourne Beach, Florida 
was called to order by Mayor Wille at 7:10 p.m. on Thursday, September 28, 2000 in the 
Community Center.

1.      DISCUSSION OF GRANT OPPORTUNITIES FOR THE TOWN

Mayor Wille stated that he had the Town Clerk distribute copies of information he received at the League 
of Cities convention regarding grant opportunities for the Town.  

Town Manager Ciummo requested that her memorandum dated September 28, 2000 and attachment 
listing grants/grant funding initiated, prepared and/or written by Town Manager Nancy Ciummo 
January 18, 1998 - September 28, 2000 be attached to these minutes   

It is the consensus of the Town Commission that the Town Manager's memo and attachment be made 
part of the record. (Attachment removed during minute approval process on October 18, 2000).

The Town Commission reviewed the grant information presented.  It is the consensus of the Town Commission 
that the Town investigate the following grants for the future:
Playground Surfacing From Waste Tires:  Town Manager Ciummo reported that Nancy Mellor of Brevard 
County Recycling Department will be contacting her regarding information on this grant. 

Florida Main Street Program: Town Manager Ciummo stated that this grant is for planning downtown 
redevelopment.  The Town Commission requested that the Town Manager look into  this grant

Historic Preservation Grant-In-Aid Small Matching Grants: Look into for Pier, Ryckman House and/or 
Ryckman House.

Historical Museums Grants-In-Aid Small Matching Grants: Look into to developing the Ryckman House into 
a museum, not for construction, to create exhibits for a museum. 

Historic Preservation and Historical Museums Grants-In-Aid Special Category Grants: Look into to create 
a museum of the Ryckman House.

Energy Efficiency Projects: look into for technical assistance and/or more information and possible use in 
the municipal complex.

Stormwater Management Projects Cost-Share Program: look into to create a stormwater master plan, 
use as a match for the exfiltration project for Pelican and Anchor Keys.

Section 319 Nonpoint Source Management Implementation Grant: Applied for a grant for Pelican and 
Anchor Key drainage project, if successful, look into for drainage areas at different locations on Pine Street 
at canal outfalls. 

Indian River Lagoon License Plate (Snook Plate): Look into for a demonstration project at the end of 
Avenue A on the river and municipal complex for a multi faceted drainage project.  Also, look into demonstration 
grant funds to contract with Indialantic for use of their street sweeper. 

Florida Coastal Management Program-Coastal Partnership Initiative: Rochelle Lawandales authorized to 
send a "Letter of Intent" for this grant, Ms. Lawandales felt the Town could obtain money for Loggerhead Preserve 
Park.  The Town Commission feels that the grant could be used for elevated walkways and vegetation.

DCA - Emergency Management Preparedness and Assistance Trust Fund: Town Manager Ciummo stated 
that this grant was used to obtain the siren system and the Fire Department could look at funding for a rolling 
command center for hazard mitigation or come up with other ideas for funding.   

Florida Inland Navigation District:  Look into requesting funds for the pier project.  Ms. Adams advised that 
the Town should talk to Ted Moorehead regarding reimbursement funding prior to the grants being funded for the pier.  


2.      CONTINUED DISCUSSION OF MELBOURNE BEACH MUNICIPAL PIER FUNDING OPTIONS

 Commissioner Remark discussed her concerns regarding the municipal pier and the Town 
Commission discussed the pier and the fact that the Town is waiting for the Town engineer to 
complete the structural assessment of the pier before funds are expended to do any major repair 
work.  The Town Commission advised that signage needs to be erected regarding the safety of the 
hand railings on the pier.  

Town Manager Ciummo stated that she will be receiving responses to her RFP for grant writers and lobbyists 
and asked how the Commission would like to review these RFP=s.  After a discussion, the Town Commission 
advised the Town Manager to report how many RFP=s were received after the deadline of October 6th and make 
a recommendation to the Town Commission.

Mayor Wille reported that the Department of Community Affairs has a Construction  Management Consultant 
who offers assistance to supervise construction projects and he could save the Town funds on the Municipal 
Complex by ensuring that the Town receives tax free status on items purchased for the project.  
3.      REPORT ON STATUS OF RYCKMAN PARK PLAYGROUND EQUIPMENT

Town Manager Ciummo reported that the Public Works Department received an estimate of $430 to repair the 
swing set in Ryckman Park and a cost estimate of $1,630 to replace the swing set.  Town Manager Ciummo 
reported that the Public Works Department advises that the new swing set will have to be set in concrete and 
could be damaged when removed for the construction of the new Town Hall building.  It is the consensus of the 
Town Commission that the Public Works Department repair the swing set.

Mayor Wille requested permission to check with the Town of Indialantic to see if they would consider lowering the 
speed limit on Riverside Drive to 25 miles per hour to be consistent with the Town's speed limit.  There were no 
objections.  The Town Commission requested that the Town Manager and Public Works Director look into installing 
rain gauges on the Town's irrigation system.

The workshop adjourned at 10:00 pm.
