A budget public hearing of the Town Commission of the Town of Melbourne Beach, Florida was called 
to order by Mayor Wille at 7:00 p.m. on Tuesday, September 17, 2002 in the Community Center.  Mayor 
Wille also led the Pledge of Allegiance.

I.      PUBLIC HEARING:
        A.      APPROVAL OF PROPOSED AD VALOREM MILLAGE RATE FOR FISCAL YEAR 2002/2003 MUNICIPAL 
                 BUDGET
       Town Manager Hoskovec stated that after the three (3) budget workshops, the Town Commission had requested 
       that the ad valorem millage rate be changed to the rolled-back rate of  3.4939.

       Mayor Wille opened the public hearing to comments from the public regarding the ad valorem millage rate.

       There were no comments from the public regarding the ad valorem millage rate.

       COMMISSIONER WALTERS MOVED, SECOND COMMISSIONER CRISPEN TO APPROVE THE 
       PROPOSED AD VALOREM MILLAGE RATE FOR FISCAL YEAR 2002/2003 MUNICIPAL BUDGET 
       AT 3.4939.  
       VOTE:  ALL AYES.  MOTION CARRIED.

       B.      APPROVAL OF PROPOSED AD VALOREM DEBT SERVICE MILLAGE RATE FOR FISCAL YEAR 
                2002/2003 MUNICIPAL BUDGET
       Town Manager Hoskovec stated that this is an increase of the ad valorem debt service millage rate from last 
       year to .3020.  Town Manager Hoskovec stated that last year there was a carryover in this line item and the 
       Town Commission requested that the millage rate for the library reflect the taxes to be collected to make the 
       minimum library land payments without creating excess reserves.

       Commissioner Crispen asked that if the cumulative amount between the two (2) millage rates are higher than 
       last year?  Town Manager Hoskovec reported that they are almost the same as far as total millage is concerned.
       Mayor Wille opened the public hearing to comments from the public regarding the Ad valorem debt service 
       millage rate. 

       There were no comments from the public regarding the ad valorem debt service millage rate.

       COMMISSIONER WALTERS MOVED, SECOND COMMISSIONER CRISPEN TO APPROVE THE PROPOSED 
       AD VALOREM DEBT SERVICE MILLAGE RATE FOR FISCAL YEAR 2002/2003 MUNICIPAL BUDGET AT .3020.  
       VOTE:  ALL AYES.  MOTION CARRIED.

       C.      APPROVAL OF TENTATIVE FISCAL YEAR 2002/2003 MUNICIPAL BUDGET
       Mayor Wille asked that the Town Manager and Town Commission review the proposed budget page-by-page to 
       allow the public to comment on the budget.  Mayor Wille identified the proposed budget has the one dated 
       September 12, 2002 in the lower left-hand corner.

       Page 3., General Fund Expenses in the Legislative and Executive Department were reviewed.  Paul Guglietta, 
       318 Fourth Avenue asked if the Deputy Town Clerk position is approved, will the proposed salary to be $26,000?  
       Mayor Wille advised that this is the cap on the salary for this position and Town Manager Hoskovec stated that 
       if the person in this position goes on to obtain the education, the salary cap could apply.  

       Page 4., General Fund Expenses in the Finance, Legal Counsel and Comprehensive Planning Departments.         
       Commissioner Walters stated that he is opposed to hiring a Finance Director in addition to a Finance Clerk 
       for this small town at a cost to the residents of $52,000.

       Paul Guglietta, 318 Fourth Avenue, advised that he listened to tape of the budget workshop regarding the 
       Finance Director position and that he heard good reasons why we should not hire someone in this position 
       by two (2) Commissioners and at the very last minute, Commissioner Crispen deferred to the Town Manager’s 
       recommendation.  Mr. Guglietta stated that he is not in favor of  having two (2) positions in the Finance Department.

       Mayor Wille stated that the idea was having two (2) positions during the transitional period and let the Town 
       Manager review and decide if both positions are needed.

       Robin Rigsby, 421 Sixth Avenue asked what the Manager does and the Clerk does and why do we need 2 
       positions?  Town Manager Hoskovec reviewed the existing Finance Department personnel, including the outside 
       service and proposed Finance Department personnel for Ms. Rigsby.   
       Page 6, General Fund Expenditures in the Law Enforcement Department.  Commissioner Walters stated that 
       he is opposed to buying sport utility vehicles at an additional cost of $3,000 to $5,000 over the state contract 
       for a police car.  Commissioner Walters stressed that the sport utility vehicles are not made for or as police 
       vehicles.  Town Manager Hoskovec stated that he waiting for a final recommendation from the Police Department 
       on the vehicles and that the Town is looking at the possibility of lease/purchase also. 

       Paul Guglietta, 318 Fourth Avenue stated that he is in favor of allowing the Town Manager and Police Chief to 
       make the decision regarding the police vehicles.  Mr. Guglietta stated that the County and State all have the 
       sport utility vehicles now.  

       Future Police Chief Loizzo stated that she always has budget concerns regarding police vehicles and that 
       there is possible litigation with the Crown Victoria police vehicles at the present in the South Florida area 
       due to explosions.  Ms. Loizzo stated that with major flooding, sport utility vehicles are an asset to respond 
       to calls and help residents during evacuation.  Ms. Loizzo stated that she is interested in getting the most 
       for the Town's money, not luxury vehicles.  Ms. Loizzo stated that she will not cause the Town unnecessary 
       expense and before the department makes a decision, we will look at all aspects of the vehicles to include 
       safety, warranty, and that it will serve many purposes before purchase.  

       Page 9, General Fund Expenditures in the Public Works Department.  Commissioner Walters stated that 
       public works has a small pickup and they are budgeting a new full size vehicle to replace a small pickup truck.  

       Page 10, General Fund Expenditures Recreation.  Paul Guglietta, 318 Fourth Avenue asked if the $12,500 was 
       for cultural events such as the music in the park?  Mr. Guglietta stated that residents want more of this type 
       of event.

       Robin Rigsby, 421 Sixth Avenue, asked why the pier maintenance is at zero?  Town Manager Hoskovec stated 
       that the pier is being rebuilt with grant money and should not need maintenance this coming year.

       Page 11, Law Enforcement Trust Revenues and Expenses.  Commissioner Walters stated that the 800 MHZ 
       carryover should be incorporate into the new building for communications.  

       Page 15. Capital Improvement Expenses in Fire Control, Public Works, Recreation and Beautification.  Mayor 
       Wille stated that the beautification line item shows $15,000 for this year’s budget and it should show a reserve 
       of $30,000 for Ocean Avenue. Town Manager Hoskovec stated that there is a total reserve of $30,000 in this 
       line item.

       Mayor Wille asked that there be a history in the budget of how much money has been repaid to the Clerk of 
       Court for traffic fines.

       Vice Mayor Smith noted that the Town Commission needs a sheet showing each department’s capital outlay 
       for the final budget public hearing.  

       Vice Mayor Smith stated that when she compared the workman’s compensation insurance, it has increased 
       for each department by 15%.  Town Manager Hoskovec stated that this is from the State and the police went 
       up almost 22%.

       Vice Mayor Smith asked that in the Deputy Town Clerk job description, under Supervisory Controls the wording, 
       “This position shall be employed and terminated at the discretion of the Town Manager” needs to be added for 
       clarification. 

       COMMISSIONER CRISPEN MOVED, SECOND VICE MAYOR SMITH TO  APPROVE JOB DESCRIPTIONS AS 
       PRESENTED WITH THE AMENDMENT TO DEPUTY TOWN CLERK JOB DESCRIPTION UNDER SUPERVISORY 
       CONTROLS TO READ, “THIS POSITION SHALL BE EMPLOYED AND TERMINATED AT THE DISCRETION 
       OF THE TOWN MANAGER.”         
       VOTE:  ALL AYES.  MOTION CARRIED.

       COMMISSIONER CRISPEN MOVED, SECOND VICE MAYOR SMITH TO APPROVE THE TENTATIVE FISCAL 
       YEAR 2002/2003 MUNICIPAL BUDGET.  
       VOTE:  ALL AYES.  MOTION CARRIED.

II.     ADJOURNMENT
       VICE MAYOR SMITH MOVED, SECOND COMMISSIONER WALTERS TO ADJOURN
       VOTE:  ALL AYES.  MOTION CARRIED.

The budget public hearing of the Town Commission of the Town of Melbourne Beach, Florida adjourned at 8:10 p.m.
