MINUTES TOWN COMMISSION Budget Public Hearing September 13, 2000 A budget public hearing of the Town Commission of the Town of Melbourne Beach, Florida was called to order by Mayor Wille at 7:05 p.m. on Wednesday, September 13, 2000 in the Community Center. Mayor Wille also led the Pledge of Allegiance to the Flag. I. PUBLIC HEARING: A. APPROVAL OF PROPOSED AD VALOREM MILLAGE RATE FOR FISCAL YEAR 2000/2001 Town Manager Ciummo stated that the ad valorem millage rate is proposed at 3.9867 mills, which is 3.42% above the rolled-back rate. Town Manager Ciummo stated that the revenues generated from the ad valorem millage rate will fund the General Fund Budget. Mayor Wille opened the public hearing for comments from the public regarding the proposed ad valorem millage rate. There was no public comment. Town Attorney Gougelman stated that the proposed ad valorem millage rate is 3.9867 mills, which is the same as the current rate, the rolled-back rate is 3.8547 mills, which represents an increase over the rolled back rate of .1320 mills and this is justified by the cost-of-living inflation. COMMISSIONER SMITH MOVED, SECOND COMMISSIONER STACEY TO APPROVE THE PROPOSED AD VALOREM MILLAGE RATE OF 3.9867 MILLS FOR FISCAL YEAR 2000/2001. VOTE: ALL AYES. MOTION CARRIED. B. APPROVAL OF PROPOSED AD VALOREM DEBT SERVICE MILLAGE RATE FOR FISCAL YEAR 2000/20001 Town Manager Ciummo stated that the debt service millage rate was originally set at .3900 mills, the same as the previous year. Town Manager Ciummo stated that the Town Commission had requested this rate be lowered to pay just the annual debt service payment for the purchase of the land for the county library. Town Manager Ciummo stated that this rate will be lowered to .3020 mills. Mayor Wille opened the public hearing for comments regarding the proposed debt service millage rate. There was no public comment. Town Attorney Gougelman stated that the current year debt service millage rate is .3900 mills, which is being reduced to .3020 mills for fiscal year 2000/2001, which recognizes a reduction in the rate of .088 mills. COMMISSIONER REMARK MOVED, SECOND COMMISSIONER STACEY TO APPROVE THE PROPOSED DEBT SERVICE MILLAGE RATE OF .3020 FOR FISCAL YEAR 2000/2001. VOTE: ALL AYES. MOTION CARRIED. C. APPROVAL OF TENTATIVE FISCAL YEAR 2000/2001 MUNICIPAL BUDGET Town Manager Ciummo reviewed the revenue and expenses of the proposed General Fund budget, Law Enforcement Trust Fund budget, Police Education Fund budget, Capital Improvement Fund budget and Stormwater Utility Fund budget and reviewed the previous changes made to these funds. Mayor Wille requested that the Town Commission review each fund in the budget and ask questions of the Town Manager. Victor Burke, 2104 Rosewood Drive came forward and asked how much surplus funds the Town has? Mayor Wille advised Mr. Burke that the Town will not know the exact amount until the annual audit is complete. Mr. Burke stated that he believes that the Town's surplus funds should be used to pay down the bond. Mayor Wille asked if the Law Enforcement and Fire Departments were looking into changing to the Nextel communication devices? The Town Commission requested a report from staff with regard to going to a single source for communications devices. Mayor Wille requested Fire Chief Micka to explain why a roof ventilation saw needs to be purchased as the Department has one already. Chief Micka explained that he would like each truck to be supplied with identical equipment so that the volunteers know they have the equipment they need on each truck. Commissioner Remark asked why Workers Compensation insurance is so high in the Public Works budget? Town Manager Ciummo stated that the two (2) highest rates this year for Workers Compensation are for the Public Works Director and the Building Official. The Town Commission requested that the Police and Fire Chiefs look into how the money in the 800 MHZ fund and Law EnforcementTrust fund can be spent in the municipal complex and report this back to them. Mayor Wille noted that, as requested, $5,000 has been included in the Capital Improvement Fund Beautification budget for Ocean Avenue. Mayor Wille asked for any comments from the public regarding the proposed budget. There were no comments from the public.
