A workshop of the Town Commission of the Town of Melbourne Beach, Florida was called to order by
Mayor Crispen at 7:09 p.m. on Tuesday, September 2, 2003 in the Community Center. Mayor Crispen also
led the Pledge of Allegiance

CONTINUED REVIEW OF PROPOSED FISCAL YEAR 2003/2004 MUNICIPAL BUDGET
Vice Mayor Smith stated that after the last budget workshop, she did not believe she was comfortable enough
with the budget to go to public hearing. Vice Mayor Smith commented that the budget was not balanced and
she had problems with some of the line items and feels that by the time the Town Commission goes to public
hearing on the budget, it should be agreed upon by the Town Commission and the Town Commission should
be comfortable to answer questions from residents.
Vice Mayor Smith requested to review the budget from the beginning to the end, line item by line item.
Line items that were discussed included: other fees under Licenses & Permits, Recreation Income, Notary
Services, Fines & Forfeitures, Landscaping Gift, Harris Recycling, Williams Building Committee Funding,
Salary Step Plan, Promotional Activities, Auditors Fees, Comprehensive Planning, and Law Enforcement
Professional Services.
The Town Commission took a break from 8:22 p.m. until 8:32 p.m.
Other budget items discussed were the fire maintenance position, Grounds Maintenance for Recreation
and Public Works and Fire Control Fire Vehicle.
Vice Mayor Smith stated that the funds the Town Commission had put aside for the Fire Department
vehicle are funds that were not to be touched and that she intends to find out what happened, either the
Town will look for the funds or others will look for the funds. Vice Mayor Smith stated that with this years’
budget there should be $120,000 in the fire vehicle fund.
There being no further business, the budget workshop adjourned at 10:34 p.m.
