A workshop of the Town Commission of the Town of Melbourne Beach, Florida was called to order by 
Mayor Crispen at 7:00 p.m. on Tuesday, September 2, 2003 in the Community Center.  Mayor Crispen also 
led the Pledge of Allegiance

   I.      DISCUSSION AND POSSIBLE ACTION REGARDING AMENDING “ATTACHMENT A” OF RESOLUTION 
           NO. 719, POLICE DEPARTMENT WAGE AND SALARY PLAN.
           Town Manager Hoskovec stated that the changes to Attachment A of Resolution No. 719 have been made as
           discussed at the budget workshop held on August 27, 2003.  Town Manager Hoskovec stated that on Page 2. 
           under the Step Plan section, Paragraph A. has been reworded as follows, “Fiscal Year Salary Increases: On 
           October 1 of each fiscal year, those employees whose annual performance meets the departmental standards 
           will be eligible to receive up to a 5% salary increase.”  Town Manager Hoskovec recommended approval of the 
           amendment as presented.

           Mayor Crispen stated that this change in wording allows the management to give the 5 percent immediately, 
           to defer it until a later date with some type of management letter or to hold the increase.

           Commissioner Walters asked what is meant by “departmental standards” as before we discussed that the 
           evaluation needed to be a very good rating?  Vice Mayor Smith commented that departmental standards is 
           a satisfactory on the evaluation.  Town Manager stated that a satisfactory has always been held in the past 
           by the Police Department from his understanding. 

           Commissioner Price stated that the language change means we are going back to the original language.  Town 
           Manager Hoskovec advised that this is correct.


 
           Mayor Crispen opened the meeting for comments from the public regarding this agenda item.  There were no 
           comments from the public.

COMMISSIONER PRICE MOVED, SECOND COMMISSIONER WILSON THAT “ATTACHMENT A” OF RESOLUTION 
NO. 719 BE APPROVED AS PRESENTED.  
VOTE: ALL AYES.  MOTION CARRIED.  

II.     ADJOURNMENT
COMMISSIONER PRICE MOVED, SECOND COMMISSIONER WILSON TO ADJOURN. 
VOTE: ALL AYES.  MOTION CARRIED.

           The special meeting of the Town Commission of the Town of Melbourne Beach, Florida adjourned at 7:08 p.m.
