A special meeting of the Town Commission of the Town of Melbourne Beach, Florida was called to order by 
Mayor Wille at 7:00 p.m. on Wednesday, August 28, 2002 in the Community Center.  Mayor Wille also led the 
Pledge of Allegiance

I.      QUALIFICATIONS OF CANDIDATES FOR THE MAYOR SEAT AND ONE (1) COMMISSIONER-AT-LARGE 
        SEAT IN THE NOVEMBER 5, 2002 GENERAL MUNICIPAL ELECTION
        Town Clerk Masny stated that the Town held qualifying for the Mayor seat and Commissioner Crispen's seat from 
        August 16, 2002 through August 27, 2002 and two (2) candidates qualified for the Mayor seat, Mark Crispen and 
        Paul Guglietta and two (2) candidates qualified for Commissioner Crispen's seat, Donnie L. Price and William G. Stacey.  

        Town Clerk Masny stated to qualify, the candidates opened a campaign account and appointed a campaign 
        treasurer, paid the filing fees, obtained 25 signatures of registered voters in Melbourne Beach, and signed a 
        Willingness to Serve statement, Loyalty Oath, and Statement of Candidate form.  Town Clerk Masny stated 
        that the Commission has to certify the candidates and request that the candidate's names be placed on the 
        November 5, 2002 General Municipal election ballot.

        Mayor Wille stated that a special meting has been called for tomorrow evening to discuss the vacancy created 
        by Commissioner Guglietta's resignation and stated that Mr. Guglietta did not do the resign to run resignation 
        as Commissioner Crispen did, his seat was vacant immediately. 

        Vice Mayor Smith stated that she talked to the Town Attorney and he will be attending tomorrow evening's 
        meeting because the two candidates who have qualified for Commissioner Crispen's seat, are separate from 
        Commissioner Guglietta's seat.  Vice Mayor Smith stated that Town Attorney Gougelman will discuss the 
        options the Town Commission has to fill that vacancy.

        VICE MAYOR SMITH MOVED, SECOND COMMISSIONER WALTERS THAT THE TOWN COMMISSION 
        CERTIFY THE CANDIDATES FOR THE GENERAL ELECTION FOR THE MAYOR SEAT AND 
        COMMISSIONER-AT-LARGE SEAT IN THE NOVEMBER 5, 2002 GENERAL MUNICIPAL ELECTION.  
        VOTE:  ALL AYES.  MOTION CARRIED.

II.     ADJOURNMENT
        COMMISSIONER CRISPEN MOVED, SECOND VICE MAYOR SMITH TO ADJOURN.  
        VOTE:  ALL AYES.  MOTION CARRIED.

The special meeting of the Town Commission of the Town of Melbourne Beach, Florida adjourned at 7:09 p.m.
