PURSUANT TO SECTION 286.0105, FLORIDA STATUTES, THE TOWN HEREBY 
ADVISES THE PUBLIC THAT: If a person decides to appeal any decision made by the 
Town Commission with respect to any matter considered at its meeting, he will need a 
record of the proceedings and that for such purpose, affected persons may need to insure 
that a verbatim record of the proceedings is made, which record includes the testimony 
and evidence upon which the appeal is to be based.  This notice does not constitute 
consent by the Town for the introduction or admission into evidence of otherwise 
inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not 
otherwise allowed by law.

A Budget Workshop of the Town Commission of the Town of Melbourne Beach, Florida was called to 
order by Mayor Wille at 5:30 p.m. on Tuesday, August 28, 2001 in the Community Center.

I.   REVIEW OF FISCAL YEAR 2001/2002 MUNICIPAL BUDGET
     Interim Town Manager Masny presented for the second time the proposed budget to the Town Commission for 
     fiscal year 2001/2002.  The Interim Town Manager and Town Commission reviewed the projected revenues and 
     expenditures for the Town and made changes to the proposed budget.

     The Mayor upon concensus of the Commission invited former Interim Town Manager Ciummo to join in on the 
     review and to answer any questions that might be presented to her.  Interim Police Chief Bailey and Sergeant 
     Haran were requested to return on September 5, 2001 with a policy covering holidays, holiday pay, and employee 
     birthday observation as well as bereavement leave.  Thus the Police Department employees and the Town 
     employees polices will be consistent in those areas.  Also they were asked to come back with the fiscal 
     impact of the proposed pay plan involving the step program.  

     Dave Micka, Fire Chief, Vince Powers, Director of Public Works and Daryl Munroe, Building Official  reviewed 
     their respective Department’s  section of the budget with the Town Commission.  

     The Building Official was to continue the project of reviewing permitting fees and to gather information to be given 
     to the Interim Town Manager and the Town Attorney for use in a future ordinance.


     It was the consensus of the Town Commission to have the Interim Town Manager contact the Brevard Museum 
     of Arts and Science to follow up with the Town’s membership with the Museum and be review their archival 
     storage capabilities.

     It was the consensus of the Town Commission to have the ad valorem tax and millage rate figures verified and 
     brought to the next budget meeting.  The tax millage rates are to cover the exact amount required for the year 
     and at this point is tentatively calculated to be at a rolled-back rate.
  
II.  DISCUSSION OF WAGE ADJUSTMENTS/SALARY INCREASES FOR TOWN EMPLOYEES
     It was the consensus of the Town Commission for the Interim Town Manager to bring back to them by the second
     budget hearing a proposed pay program similar to the Police Department’s step-program for all the other members 
     of the Town’s  staff.  The recommendation would also include its fiscal impact upon the budget. 

     There being no further business, the budget workshop of the Town Commission of the Town of Melbourne 
     Beach, Florida adjourned at 9:40 p.m.
