A special meeting of the Town Commission of the Town of Melbourne Beach, Florida was
called to order by Mayor Wille at 7:11 p.m. on Thursday, July 26, 2001 in the Community Center.
Mayor Wille also led the Pledge of Allegiance to the Flag.

I. REPORT AND POSSIBLE ACTION REGARDING BEACH RENOURISHMENT PROJECT
Town Manager Ciummo stated that she talked to Virginia Barker at the Brevard County Office of Natural
Resources Management and was advised that the county will be mailing letters to everyone who owns
property on the Atlantic Ocean. Town Manager Ciummo stated that the letters request that the State
Senators support the funding of the beach renourishment project. Town Manager Ciummo reported that
the county is requesting that the residents sign the letters and forward them to the legislators. Town
Ciummo stated that the county will be forwarding some of these letters to the Town to distribute for
for signatures.
Mayor Wille reported that the Town needs to contact Senator Bill Nelson as he is a key individual for the
beach renourishment project. Mayor Wille stated that he talked to County Commissioner Higgs regarding
the trip to Washington, D.C. regarding this project and she felt that the more people to attended the better.
Mayor Wille reported that he and Commissioner Higgs also discussed the idea of setting up a meeting in
Melbourne with Senator Bill Nelson during the August recess. Mayor Wille stated that he believes the area
has a strong case for getting the funding for the beach renourishment project because it is documented and
acknowledged that the inlet, which is a federal inlet built in 1954, is the cause of the loss of the sand from
our beaches.
Mayor Wille stated that the Town received a letter from Harry Lochner, who owns a unit in the Breakers
Condominium and lives in Chicago and asked that he be sent a letter advising that the project is in
jeopardy and if he has any influence or can contact his legislator in Illinois, it would be of help to the Town.
Mayor Wille also requested that the Town Commission authorize staff to work with Virginia Barker to assist
her in getting the information out to the public, forward a letter similar to the county letter to Senators Graham
and Nelson and Vice President Cheney with his signature, and request that the other beachside communities
do the same.
Vice Mayor Remark stated that the Town Commission had mentioned sending Mayor Wille to Washington, D.C.
with the rest of the county people to support the beach renourishment project and asked if he planned to attend?
Mayor Wille suggested that the Town Commission authorize that he attend and if time allows and he can
attend, he will have the option of making the trip.
COMMISSIONER STACEY MOVED, SECOND COMMISSIONER SMITH THAT THE TOWN SPONSOR MAYOR
WILLE TO GO TO WASHINGTON, D.C. TO SPEAK REGARDING THE BEACH RENOURISHMENT PROJECT AND
DIRECT STAFF TO WORK WITH THE COUNTY DISSEMINATING INFORMATION AND FORWARD CORRESPONDENCE
TO VICE PRESIDENT CHENEY, SENATORS GRAHAM AND NELSON AND MR. HARRY LOCHNER AS DISCUSSED.
VOTE: ALL AYES. MOTION CARRIED.
II. REVIEW AND POSSIBLE ACTION REGARDING PROPOSALS FROM LAWANDALES
PLANNING AFFILIATES FOR COMMUNITY CENTER GRAND ADMINISTRATION
(TABLED JULY 24, 2001)
Town Manager Ciummo stated that the Town Commission discussed this at the previous meeting and recommended
that if the Town decides to fund a special projects manager through the budget process, this proposal not be approved
and the Town administer the grant.
COMMISSIONER SMITH MOVED, SECOND VICE MAYOR REMARK TO TABLE AGENDA ITEM II., REVIEW AND
POSSIBLE ACTION REGARDING PROPOSALS FROM LAWANDALES PLANNING AFFILIATES FOR COMMUNITY
CENTER GRAND ADMINISTRATION UNTIL THE AUGUST 15, 2001 REGULAR MEETING.
VOTE: ALL AYES. MOTION CARRIED.
Town Manager Ciummo stated that the Parks Board just held a special meeting to review the placement of
playground equipment in Ryckman Park. Town Manager Ciummo stated that they could review this with the Town
Commission now and get a consensus as to their ideas. The Town Commission suggested that they move forward
with the review for the Parks Board.
Lori Wille, Parks Board member stated that the Board has consensus that they are all dissatisfied with Rochelle
Lawandales' performance and strongly support hiring someone to oversee the project. Ms. Wille reviewed the plans
with the Town Commission and advised that the Board has agreed to move the tot lot to its original location, place
the restrooms behind the Ryckman House with the doors facing south, move forward with the big lot and pavilion
and three (3) sections and, recommends combining Phase I and II of the FRDAP grants.
After a discussion, it is the consensus of the Town Commission that it support the Parks Board recommendations
to move forward with the tot lot, big lot, full construction of the pavilion and three (3) sections as presented and that
architect/engineer look at what drainage and elevations need to be addressed as well as any other grounding to
avoid displacing any of the equipment during the municipal complex construction.
III. ADJOURNMENT
COMMISSIONER SMITH MOVED, SECOND COMMISSIONER STACEY TO ADJOURN.
VOTE: ALL AYES. MOTION CARRIED.
The special meeting of the Town Commission of the Town of Melbourne Beach, Florida adjourned
at 8:10 p.m.
