A workshop of the Town Commission of the Town of Melbourne Beach, Florida was called to order by 
Mayor Wille at 7:17 p.m. on Thursday, July 25, 2002 in the Community Center.

REVIEW OF PROPOSED FISCAL YEAR 2002-2003 MUNICIPAL BUDGET WITH TOWN MANAGER AND 
DEPARTMENT HEADS
Town Manager Hoskovec stated that he would like to make this an educational session for staff and Town 
Commission and hold additional workshops before adoption of the fiscal year 2002-2003 budget.  Town Manager 
Hoskovec reported that this year's budget is based on an operating ad valorem millage rate of 3.7316 and a voted 
debt service millage rate of .3020 for the library land payment.

Town Manager Hoskovec and various Town department heads reviewed the proposed budget revenues and 
expenditures for fiscal year 2002-2003 and answered questions of the Town Commission on same.  Town 
Manager Hoskovec to make minor amendments to proposed budget as discussed.

Town Manager Hoskovec will provide justification for a Finance Manager position, and Deputy Town Clerk position/job 
description and finish review of the remaining proposed funds of the budget at another workshop prior to the scheduled 
budget workshop of August 28, 2002.

Commissioner Walters requested a list of all Town employees showing hourly rates at the end of last year (12/31/01) 
and show what the hourly rate for each employee as of today (07/25/02).  Commissioner Walters discussed one way 
to increase building permit fees is to require people to submit contract with building permit application as currently the 
contractor fills in this amount without proof of cost.  The Town needs to investigate options to increase revenues.

The Town Commission expressed to the Town Manager a previously-adopted policy that the Town Public Works 
Department use the trex material for crossovers with standard pattern and where possible install platforms on crossovers 
when replaced.   

There being no further business, the workshop of the Town Commission of the Town of Melbourne Beach, Florida 
adjourned at 10:55 p.m.
