A special meeting of the Town Commission of the Town of Melbourne Beach, Florida was called to order by
Mayor Wille at 6:02 p.m. on Thursday, July 25, 2002 in the Community Center. Mayor Wille also led
the Pledge of Allegiance to the Flag.

I. DISCUSSION AND POSSIBLE ACTION REGARDING APPROVAL OF FINAL PLAN FOR THE MELBOURNE
BEACH MUNICIPAL PIER RESTORATION PROJECT.
Town Manager Hoskovec stated that a preliminary draft of the pier and statement of costs and several additional
options for the bid process has been provided by Outlaw Engineering.
Gail Jones of Outlaw Engineering stated that John Shultz and Cliff Sclow will answer any questions of the Town
Commission. Mr. Jones stated that he has included several cost estimates on items discussed previously
regarding this project. Mr. Jones reviewed the cost estimate sheets with the Town Commission.
Mr. Jones advised that the decisions he would like made tonight are, does the Town Commission wish that the
north finger pier be included in the main bid or bid as an alternate bid and make a decision later, and, if so, how
far does the Town want the north finger pier extended out from the main pier?
Mr. Jones stated that the reconstruction of the pavilion roof would be to remove the shingles and felt paper and
repair and damage and install a metal roof.
Town Manager Hoskovec reported that the Town has $357,000 in grant money, plus the Town has set money aside
in this year's budget for the pier project.
Cliff Sclow of Outlaw Engineer discussed the lighting planned for the pier pavilion to be low level, vandal resistant,
and adequate for safety and the lighting for the pier walkway to be slender columns, aluminum tubes with a
mushroom fixture. Mr. Sclow stated the cost would be approximately $50 per linear foot to include the electrical
service, fixtures and conduit under the decking.
Commissioner Crispen stated that he had a low-level lighting idea in mind for the decking area of the main pier.
Town Manager Hoskovec mentioned using a low-level lighting under the handrail of the pier similar to the lighting
used at the Indialantic pier.
Mr. Jones stated that the Town Commission had previously discussed that the stainless steel cable be mounted
on the exterior of the pilings and recommended putting the cable through the center of the piling. Mr. Jones reported
that by doing this, the Town will be able to use four (4) cables rather than five (5) and reported that stainless steel
cable without a coating was recommended by the manufacturer.
The Town Commission stated that they would like the entire pier to be reconstructed, including the pavilion area.
Mayor Wille suggested that the Town Commission needs to direct staff to move forward with the bidding process
and ask for a base bid described on Page 1 of the statement of costs, with alternates to be included with the bid
and look at bids to know what we can afford. Mayor pointed out that according the statement of costs, the base
design, the north finger pier, and to reconstruct the pavilion will cost approximately $401,000.
Mayor Wille clarified that the base bid will be as on Page 1, using the ultra wood, with stainless steel cable with
inside supports, and removal of the handrails on south finger pier (bottom portion).
The Town Commission discussed that the options for bidding will be that the north finger pier be constructed the
same as south and an additional 10 foot section, flat on water level and remove cable, reconstruct the pavilion,
use stainless steel cable instead of railings, and replace the 10 feet as a reconstruction under the pavilion. Also
get a cost to use a pressure treated lumber under the pavilion rather than using the ultra wood. The existing
lighting for security is adequate, but check with type lighting of Indialantic pier and similar lighting fixtures.
Mr. Jones was asked to modify the plans in the next week or so and go out to bid after the modification to the
plans is complete. The Town Commission recommended that Lucas Marine and others marine contractors be
notified to specifically bid project. It is discussed that the bids be placed on the August 21, 2002 agenda for awarding.
COMMISSIONER GUGLIETTA MOVED, SECOND COMMISSIONER CRISPEN TO DIRECT STAFF TO GO TO
THE BIDDING PROCESS USING THE BASE AS DEFINED ON PAGE 1 OF THE STATEMENT OF COSTS AND
BID OTHER OPTIONS AS DISCUSSED.
VOTE: ALL AYES. MOTION CARRIED.
II. DISCUSSION AND POSSIBLE ACTION REGARDING APPROVAL OF AN INTERLOCAL AGREEMENT
BETWEEN BREVARD COUNTY AND THE TOWN OF MELBOURNE BEACH REGARDING LAP CERTIFICATION
FOR THE PIER RESTORATION PROJECT.
Town Manager Hoskovec stated that Town Attorney Gougelman has reviewed the Interlocal Agreement for the LAP
Certification and has approved it for consideration by the Town Commission.
COMMISSIONER GUGLIETTA MOVED, SECOND COMMISSIONER CRISPEN TO APPROVE THE INTERLOCAL
AGREEMENT BETWEEN BREVARD COUNTY AND THE TOWN OF MELBOURNE BEACH REGARDING LAP
CERTIFICATION FOR THE PIER RESTORATION PROJECT.
VOTE: ALL AYES.
III. ADJOURNMENT
COMMISSIONER GUGLIETTA MOVED, SECOND COMMISSIONER CRISPEN TO ADJOURN.
VOTE: ALL AYES. MOTION CARRIED.
