A workshop of the Town Commission of the Town of Melbourne Beach, Florida began at 
7:10 p.m. on Tuesday, July 25, 2000 in the Commission Room at Town Hall.

I.      OVERVIEW OF PROPOSED MUNICIPAL BUDGET FOR FISCAL YEAR 2000/2001

Town Manager Ciummo presented an overview of the proposed municipal budget for Fiscal Year 
2000/2001 and answered questions from the Town Commission regarding the proposed budget.  
The Town Commission requested that the budget table as presented, show the budgeted funds 
and the actual budget in terms of percentages and dollar amounts for the next workshop session.  

Town Manager Ciummo proposed an employee salary increase of 3.7 percent, effective 
October 1, 2000 and up to a 2 percent merit increase on January 1, 2001.  Town Manger 
Ciummo also requested that she be allowed to award lump sum incentive bonuses to 
employees who show extraordinary performance, payable on January 1, 2001 and June 1, 2001.

It is the consensus of the Town Commission that the Town employee salary increases be 3.2 
percent, effective October 1, 2000 and up to a 2 percent merit increase effective January 1, 2001.  

It is the consensus of the Town Commission that the Town Manager implement a step-plan to 
increase the salaries of the Public Works Department employees.

II.     DISCUSSION OF TENTATIVE MILLAGE RATES
A.      OPERATING MILLAGE
It is the consensus of the Town Commission that the Town notify the Property Appraiser and 
Tax Collector that the Town?s operating millage rate be 3.9876 mills for Fiscal Year 2000-2001.


B.      VOTED MILLAGE (DEBT SERVICE)
It is the consensus of the Town Commission that the Town notify the Property Appraiser and 
Tax Collector that the Town?s voted millage/debt service millage rate be .3900 mills for 
Fiscal Year 2000-2001.
