I.      PRESENTATION OF TRAFFIC CONTROL OPTIONS/FOUR-WAY STOP (OAK   
        STREET AND OCEAN AVENUE) 
-       Florida Department of Transportation (FDOT) staff will present findings of
        intersection studies and graphic information of design concepts to relieve                
        congestion at the four-way stop intersection.

II.     DISCUSSION OF OPTIONS AND SELECTION OF ALTERNATIVE
-       Town Commission will consider factors such as: right-of-way acquisition cost,    
        construction schedule of FDOT resurfacing project, drainage and sidewalk project        
        on Highway A1A and the construction schedule for the Melbourne Beach branch      
        of the Brevard County library.

III.    DISCUSSION OF CITY OF MELBOURNE'S REQUEST FOR A RESOLUTION OF
        SUPPORT FOR LOCATING A COUNTY COURTHOUSE AT THE BABCOCK  
        STREET LOCATION.

JULY 12, 2000
A special meeting of the Town Commission of the Town of Melbourne Beach, Florida 
was called to order by Mayor Wille at 7:02 p.m. on Wednesday, July 12, 2000 in the 
Community Center.  Mayor Wille also led the Pledge of Allegiance to the Flag.

I. PRESENTATION OF TRAFFIC CONTROL OPTIONS/FOUR-WAY STOP (OAK  STREET AND OCEAN AVENUE) 
- Florida Department of Transportation (FDOT) staff will present findings of   intersection studies and 
graphic information of design concepts to relieve   congestion at the four-way stop intersection.
Dale Cody, Assistant District Traffic Operations Engineer with the Florida Department of Transportation, 
presented the Department's findings of intersection studies performed at Ocean Avenue/Oak Street 
and discussed the traffic movements through the intersection.  Mr. Cody explained that there is a 
severe traffic congestion problem at the intersection and a problem with cut-through traffic on the 
local streets. Mr. Cody advised that any intersection improvements would be best coordinated with 
the road milling and resurfacing project.
Mr. Cody explained that FDOT designs almost every intersection using a WB50 truck, which 
measures approximately 50 feet from the front wheel to the back wheel.  Mr. Cody explained that 
a WB67 truck measures approximately 67 feet from the front wheel to the back wheel.  Mr. Cody 
stated that during a peak hour, 1,500 vehicles use the intersection, which warrants an intersection 
improvement.  Mr. Cody stated that FDOT did a study to count the large trucks using the intersection 
and discovered that 30 WB50 trucks per hour and 3 WB67 trucks per hour go through the intersection.  
Mr. Cody explained how these larger vehicles currently maneuver the four-way stop intersection 
and how a roundabout would be designed to allow these larger vehicles to traverse it.  Mr. Cody 
explained the roundabout plan and stated that the Town would be required to obtain the required 
right-of-way to install the roundabout to accommodate the WB67 truck.  Mr. Cody advised that it would 
cost the Town  a minimum cost of $172,000 to acquire the necessary right-of-way.  Mr. Cody stated that 
there will be a 2-year condemnation process to acquire the right-of-way at the southeast corner of Oak 
Street and Ocean Avenue.
Mr. Cody explained that traffic capacity and pedestrian safety are both equal with the use of a traffic 
signal or a roundabout at the intersection, but not as safe with a four-way stop.  Mr. Cody explained that 
the estimated cost of a traffic signal is $250,000 and the estimated cost of a roundabout is $500,000, if the 
Town agrees to pay up to $70,000 for the design of the roundabout, and acquire all right-of-way.
Mr. Cody explained that with the traffic signal, some right-of- way will be required for a south bound 
left-turn lane and noted that this required right-of-way in on the northeast corner, which the County 
and Town own together for the library site.  Mr. Cody noted that there will be no cost to the Town 
for this right-of-way.  Mr. Cody explained the traffic movements at the intersection with a traffic signal.
Mayor Wille noted that the South Beaches currently has a population of 7,000 people and will have 
approximately 13,000 when the area is built-out.  Mayor Wille noted that the population of  Melbourne 
Beach is approximately 3,200 and the Town is built-out.  Commissioner Smith commented that it 
appears that the Chevron station will lose a portion of their driveway Dale Cody stated that he will 
work with the Chevron station to come up with a solution.  Commissioner Stacey expressed concern 
over the safety of children and elderly residents crossing the intersection with the roundabout design.
Mr. Cody answered questions from the Town Commission and residents regarding the intersection 
improvements.  Barbara Meyer, Brevard County Bicycle/Pedestrian Safety Coordinator expressed 
pedestrian safety concerns she has with a traffic signal intersection and improvements she would 
like to see at the intersection.   Ms. Meyer indicated that she would like to see pavement markings 
or some type of signs to let drivers know that there are pedestrian crossings at the intersection.  
Mr. Cody suggested the use of fiber optic blank-out signs, which say 'yield to peds' and are only 
activated when the walk button is pressed.  Ms. Meyer commented that this would be an excellent 
solution.  
II. DISCUSSION OF OPTIONS AND SELECTION OF ALTERNATIVE

Mayor Wille stated that for the past two (2) years this commission has worked diligently with 
professionals to come up with options to consider and stated that he is asking the Town Commission 
to consider directing the Town Manager to move ahead and work with the FDOT staff to install an 
intersection improvement of a traffic signal.  Mayor Wille stated that the Town and FDOT should 
also consider the comments from Barbara Meyer regarding pedestrian/bicycle safety.  
Mayor Wille stated that he would like to make the motion to this request and requested 
Commissioner Remark run the meeting.
MAYOR WILLE MOVED, SECOND COMMISSIONER STACEY THAT THE TOWN MANAGER 
APPROACH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO WORK OUT AN AGREEMENT 
FOR THE MAINTENANCE OF A TRAFFIC SIGNAL AT THE INTERSECTION OF OAK STREET AND 
OCEAN AVENUE AT THE EARLIEST CONVENIENCE AS TO NOT HOLD UP THE LIBRARY OR THE 
RESURFACING PROJECT.  THE FDOT IS REQUESTED TO CONSIDER: THE USE OF DECORATIVE 
MAST ARMS FOR THE SIGNAL; INSTALLING PAVERS INDICATING PEDESTRIAN CROSSING AREAS; 
INSTALLING 'YIELD TO PEDESTRIAN' BLANKOUT SIGNS AT THE APPROACHES TO THE INTERSECTION.  
VOTE: ALL AYES.  MOTION CARRIED.
III. DISCUSSION OF CITY OF MELBOURNE'S REQUEST FOR A RESOLUTION OF SUPPORT FOR 
LOCATING A COUNTY COURTHOUSE AT THE BABCOCK STREET LOCATION.
Town Manager Ciummo stated the City of Melbourne has requested the Town's support of the 
County locating a courthouse at the Babcock Street location and has requested that the 
Commission request the Town Attorney represent the Town's support at the County Commission 
meeting regarding this item.
Commissioner Remark clarified with Town Manager Ciummo that the location Melbourne is 
requesting is the old theater location on Babcock Street.  Town Manager Ciummo stated that 
this location is correct.
COMMISSIONER STACEY MOVED, SECOND COMMISSIONER REMARK THAT THE TOWN 
ATTORNEY REPRESENT THE TOWN OF MELBOURNE BEACH IN SUPPORTING THE CITY 
OF MELBOURNE'S POSITION FOR LOCATING A COUNTY COURTHOUSE AT THE BABCOCK 
STREET LOCATION.  VOTE: ALL AYES.  MOTION CARRIED.
IV. ADJOURNMENT
COMMISSIONER SMITH MOVED, SECOND COMMISSIONER REMARK TO ADJOURN.  
VOTE: ALL AYES.
