A budget workshop of the Town Commission of the Town of the Town of Melbourne Beach, Florida 
was called to order by Mayor Crispen at 7:03 p.m. on Thursday, July 31, 2003 in the Community Center.

REVIEW OF FISCAL YEAR 2003/2004 MUNICIPAL BUDGET WITH TOWN MANAGER AND DEPARTMENT HEADS.

       Town Manager Hoskovec reviewed his changes to the format of this year’s budget over previous budgets with 
       the Town Commission, reviewed the ad valorem millage rates for all Brevard County municipalities, reviewed 
       the capital improvement projects, advised that he added depreciation to the budget and changed the department 
       allocations to include telephone, janitorial, water and sewer, etc.  Town Manager Hoskovec advised that the 
       budget is based on an ad valorem property tax millage rate of 3.4939 and a debt service millage rate of 0.2737.  
       Town Manager Hoskovec advised that the Town Commission can lower the millage rates after they are set tonight, 
       but cannot raise the millage rates.  

IT IS THE CONSENSUS OF THE TOWN COMMISSION THAT THE PROPOSED DEBT SERVICE MILLAGE RATE 
FOR FISCAL YEAR 2003/2004 BE SET AT 0.2737 MILLS AND THAT THE PROPOSED AD VALOREM MILLAGE 
RATE FOR PROPERTY TAXES FOR FISCAL YEAR 2003/2004 BE SET AT 3.4939 MILLS.
