A special meeting of the Town Commission of the Town of Melbourne Beach, Florida was called to order by
Mayor Crispen at 7:00 p.m. on Tuesday, June 3, 2003 in Town Hall.

I. DISCUSSION OF A HIRING POLICY FOR THE TOWN OF MELBOURNE BEACH AND CHAPTER 5,
RECRUITMENT AND EMPLOYMENT, OF THE TOWN’S POLICIES AND ADMINISTRATIVE PROCEDURES MANUAL.
Mayor Crispen stated that the Town has had two (2) workshops regarding policies and procedures and that this
meeting is a continuation of the previous workshops. Commissioner Walters stated that he reviewed Chapter 5
and presented suggested ideas to add to Chapter 5 regarding employee recruitment to include recruitment for
department heads and recruitment for Police Chief/police officers. Commissioner Walters reviewed his reasoning
for the additional recruitment sections.
The Town Commission reviewed the existing Chapter 5, Recruitment and Employment and the additional sections
as suggested by Commissioner Walters. Changes were discussed and these are attached.
The Town Commission requested that the Town’s employment application and veteran's preference forms be
reviewed and updated, Section D. in Policy 5.09 and Policy 5.12 be checked against the American’s with
Disabilities Act and an I-9 form needs to be included with the employment application.
The Town Commission discussed the Town’s Civil Service Board and how to make it work to help hire the Town’s
police officers. It is requested that a copy of the Civil Service Board ordinance be given to all Town Commissioners
and Chief Loizzo and asked that Chief Loizzo attend the next workshop to give his input regarding the Board.
II. DISCUSSION OF CHAPTER 9, WAGE AND SALARY PLAN OF THE TOWN’S POLICIES AND
ADMINISTRATIVE PROCEDURES MANUAL.
The Town Commission decided to discuss Chapter 9 at the next workshop.
III. GENERAL DISCUSSION.
Vice Mayor Smith asked that the regular meeting scheduled for June 18, 2003 be changed until the next week
as she be on vacation. After a discussion, the Town Commission rescheduled its June meeting to June 25, 2003.
Vice Mayor Smith stated that the fire department will be celebrating its 50 anniversary in June and asked that in
addition to a proclamation, the Town come up with an additional item to present to the department. Vice Mayor
Smith commented that the Town Commission needs a post Founders Day report from the Parks Board. Vice
Mayor Smith requested that at the first budget workshop, the Town Commission receive a list of all employees,
along with their accumulated vacation, sick, and compensatory time and current salary. Commissioner Walters
stated that he would like the budget message this year to show where the Town was last year and what the
proposed changes are for this year, show the increases or decreases in the line items and why these have
changed. Vice Mayor Smith suggested that the Town Manager review a budget message supplied by former
Town Manager Washburn as it follows the ordinance. Vice Mayor Smith suggested that the first item addressed
in the budget message be the ad valorem millage rates addressing the proposed rates and indicating what the
revenues will be from the millage rates. Vice Mayor Smith asked what the status is of Tex Downs and the fire
maintenance position as Tex has been out of work since last December. Town Manager Hoskovec advised
that he met with Tex and Chief Hunter and advised that Tex wants to come back to work, but has been instructed
to meet with his physician within the next two (2) weeks and obtain a release if he is able to come back to work,
otherwise the Town may have to medically retire him. Vice Mayor Smith asked that the Fire Chief review the fire
maintenance job description to update it for current conditions, get it to the Town Manager for review and a
recommendation to the Town Commission.
Town Manager Hoskovec reported that Dell Fox has come back with a quote for installing the lights and timer on
the Town Commission table of $4,700 and this would require a budget amendment from contingency. The
Town Commission requested a simpler system than what Mr. Fox quoted and suggested that the Public
Works Department work on a system. Town Manager Hoskovec reported that J&J has canceled the volleyball
camp program it proposed for Ocean Park. Town Manager Hoskovec stated that a group representing Walgreens
is looking at a parcel on Ocean Avenue next to and including the hardware store and some residential properties
to build a store and they want to know if the Town would be receptive to this. The Town Commission advised that
they cannot discuss this idea or take a position on this idea as this is a quasi-judicial decision.
Mayor Crispen reported that when the orientation for newly elected officials and board members is held, he would
like it scheduled in early November. Mayor Crispen commented that the quality of the microphone system is poor
and if the Town is to provide tapes, they should be good quality recording.
The Town Commission suggested that the Town look into a better tape copying machine.
There being no further business, the workshop of the Town Commission of the Town of Melbourne Beach, Florida
ended at 9:45 p.m.
