A workshop of the Town Commission of the Town of Melbourne Beach, Florida was called 
to order by Mayor Wille at 7:04 p.m. on Wednesday, February 13, 2002 in the Commission Room 
at Town Hall.

DISCUSSION OF APPLICANTS FOR THE TOWN MANAGER POSITION
Mayor Wille stated that the Town Commission had directed staff to advertise for a Town Manager in the various 
publications with a deadline to receive resumes by Monday, February 4, 2002.  Mayor Wille stated that the 
Town received five (5) resumes for the Town Manager position and pointed out that William Hoskovec, has 
already been interviewed once for the position.  Mayor Wille stated that Michael Brillhart and Fred Hays' 
resumes were received the first time resumes were requested for the position, and Robert Backer and Robert 
Mearns are new applicants.  Mayor Wille noted that the salary range was modified in the second advertisement 
to read, "salary commensurate with experience and qualifications."

The Town Commission reviewed the resumes of each applicant and decided to interview Michael Brillhart and 
Robert Mearns for the first time and hold a second interview with William Hoskovec.  These interviews should 
be set up to hold all three during the same evening.  

The Town Commission requested that interviews be scheduled for these three applicants on Tuesday, February 19, 
2002 beginning at 7:00 p.m., allowing one hour for each applicant.  An additional evening can be scheduled if all 
three applicants cannot attend on the same date.

Mayor Wille updated the Town Commission regarding conversations he had with members in the City of Melbourne 
Fire Department and County offices regarding Mr. Hoskovec and they were all positive comments.

The Town Commission and Interim Town Manager held a discussion regarding a situation that occurred at the 
Melbourne Beach Volunteer Fire Department between the Fire Chief and a member of the department.  Interim 
Town Manager advised that the Fire Chief has been suspended for 30 days and Bill Roffey is now Acting Fire 
Chief until the department can hold an election and the other party was requested to leave the department by 
the former Fire Chief. The Town Commission was advised that the member asked to leave the department has 
filed a grievance.

After a discussion, it was suggested that if any questions were asked about this situation, Bill Roffey be the 
only spokesperson for the Volunteer Fire Department on this issue.  

The workshop of the Town Commission of the Town of Melbourne Beach, Florida adjourned at 8:30 p.m.
