A workshop of the Town Commission of the Town of Melbourne Beach, Florida was called 
to order by Mayor Wille at 7:00 p.m. on Monday, January 28, 2002 in the Commission Room 
at Town Hall.

INTERVIEW FOR THE POSITION OF INTERIM TOWN MANAGER:  WILLIAM M. HOSKOVEC
Mayor Wille advised Mr. Hoskovec that the Town Commission has interviewed several applicants for the Town 
Manager position and has decided to readvertise for the Town Manager position and, at this time, interview applicants 
for the Interim Town Manager position.  

Mr. William M. Hoskovec introduced himself to the Town Commission and discussed his professional background 
and experiences.  Mr. Hoskovec advised that he has been employed at Arnold Palmer Hospital in Orlando as a 
Paramedic Supervisor since January 7, 2002.  Mayor Wille asked Mr. Hoskovec if he would be willing to leave his 
position in Orlando to work as the Interim Town Manager?  Mr. Hoskovec asked that the Town Commission consider 
him for the permanent Town Manager position rather than the Interim Town Manager position.  Mr. Hoskovec stated 
that even though he does not have Town Manager experience, he does have public management experience and that 
he realizes there is a learning curve in any new position. Mr. Hoskovec stated that he could cut that time in half 
because he knows the local politics and has local and state contacts.

The Town Commission interviewed Mr. Hoskovec for the position of Interim Town Manager from 7:10 p.m. until 8:23 p.m. 

The Town Commission discussed Mr. Hoskovec's interview and Mayor Wille stated that it appears Mr. Hoskovec is 
not interested in the Interim position and asked for comments from the Town Commission.

Commissioner Walters stated that his only concern is lack of City Manager experience, and after reviewing some 40 
applications, he would like to give Mr. Hoskovec a chance to prove himself because he knows he can do the job.

Commissioner Guglietta stated that he is happy that the Town Commission has given Mr. Hoskovec an opportunity 
to interview.  Commissioner Guglietta stated that he has contacted Mr. Hoskovec's references and discussed 
conversations he had with various people regarding Mr. Hoskovec.  Commissioner Guglietta stated that he believes 
Mr. Hoskovec can handle the Interim or Town Manager position.

Commissioner Crispen stated that he found Mr. Hoskovec to be very impressive, smart and personable and that he 
would like Mr. Hoskovec to come back for an additional interview as there is currently a request for additional resumes 
for the Town Manager position out there.

Mayor Wille stated that he did not put Mr. Hoskovec on the top of his list mainly because he does not have previous 
City Manager experience.  Mayor Wille stated that Mr. Hoskovec seemed  to be able to respond very well to his 
concern of the difficulty he may have walking into this position and with his relationships with residents and local 
people.  Mayor Wille stated that he believes Mr. Hoskovec will rise above and not allow personal relationships 
dissuade him from addressing the direction of the Town Commission.  

Vice Mayor Smith stated that she likes Mr. Hoskovec for the position and believes he has a real interest in the 
community because he lives here and he seems to really want to work for his community.  Vice Mayor Smith stated 
that he was not originally on her list to interview because he does not have City Manager experience, but believes he 
would be able to handle the position.

The Town Commission discussed interviewing Mr. Hoskovec a second time and, in the meantime, go through the 
process and wait for the deadline to accept resumes for the Town Manager position.

The workshop of the Town Commission of the Town of Melbourne Beach, Florida adjourned at 9:15 p.m.
